Is the Flickr printing quality good or poor?
I would like to print out some family pictures, photo-books, and a few posters for room decorations... but am not sure if the quality of the prints will be good.
All the images have pretty good resolution for poster sizes, and they have all been professionally photographed.
Does anyone know which one is the best? Target, QOOP, HP? (these are third party services for Flickr)

I think you're going to have to try all three and decide for yourself. I've never used any of them, but on a hunch I'd guess HP might be the best. (I don't like Target because all they do is glossy paper and I prefer a matte finish.)
Personally, I use Costco for about 90% of my stuff. Yes, it means I have to maintain albums there, too, but their printing is great so long as you turn off their "auto color correct" option.
